MEMR DECREE 268.K/2025 ISSUED

The Ministry of Energy and Mineral Resources officially issued the Decree of the Minister of Energy and Mineral Resources No: 268.K/MB.01/MEM.B/2025 signed on August 8^th, 2025. This rule provides flexibility in selling commodities below the benchmark price, but it still requires the payment of taxes and royalties based on the benchmark price for minerals (HPM) and the benchmark price for coal (HPB). (Kontan.co.id)

EXCEPTION FROM MEMR DECREE NO. 268.K/2025

Decree of Minister of Energy and Mineral Resources No: 268.K/MB.01/MEM.B/ 2025 signed on August 8^th, 2025, which revoked the Decree of Minister No: 72.K/MB.01/MEM.B/2025, provides exceptions for holders of IUP, IUPK, contract of work (CoW), and CCOW who already have a sales contract with a price below HPM or HPB. HPM AND HPB LOWER LIMIT OF SELLING PRICE 

The Ministry of Energy and Mineral Resources emphasized that the benchmark price of minerals (HPM) and the benchmark price of coal (HPB) serve as the lower limit for the selling price of metal minerals and coal. Minimum pricing is intended to prevent the practice of undervaluation and transfer pricing that could erode state revenue. (Kontan)

INCREASING COAL IMPORTS VIA SEABORNE

MAJOR SUPPLIER TO CHINA 

Indonesia becomes the major supplier of coal to China with a figure approximately at 16.13 million tons in August 2025. This is the highest number in five months. 66.5% OF COAL PRODUCTION FOR EXPORT

DECREASING PRODUCTION AT 8.5% 

Coal India Limited (CIL), the state-owned mining company that produces more than 80% of India's Coal, reported an 8.5% drop in production in June. The company said that the decrease was due to the rainy season affecting mining operations in a number of coal-producing regions. (CNBCInd)

COAL MARKET OPPORTUNITIES IN THE ASEAN REGION

REVIEW THE OPTION OF USING THE RIVER LEMATANG 

The South Sumatra provincial government is again reviewing the option of using the Lematang River channel as a new route for transporting coal to reduce traffic loads and social risks due to the use of public roads. ADDITION OF TUGBOAT FLEET 

PT Hasnur Internasional Shipping Tbk announced that the company has added a set of new fleet in the form of 23 hasnur tugboats (tb) with 2,200 horsepower and 312 hasnur barges (bg) with a capacity of 8,000 metric tons. (Tempo.co)
