PRESIDENTIAL INSTRUCTION TO THE MINISTER OF ENERGY AND MINERAL RESOURCES

ONE-YEAR RKAB SIMPLIFYING TO CONTROL THE PRICE

The Minister of Energy and Mineral Resources, Bahlil Lahadalia, is optimistic that the change in the policy for submitting mining work plans and budgets (RKAB) every year can help the government control coal prices and provide flexibility in adjusting production volumes according to global market conditions. MINERBA ONE LAUNCHED 

Ministry of Energy and Mineral Resources launched the Minerba One application at the opening of the Mineral and coal Convention-Expo (Minerba Convex) 2025, in mid-October. In addition to unifying the existing system, Minerba One is also to regulate the sale of minerals and coal. (Liputan6)


INCREASING PRODUCTION 

Until the end of September 2025, PT Bukit Asam Tbk recorded a coal production volume at 35.90 million tons or an increase at 9% compared to the same period in 2024 at 32.97 million tons. The subsidiary of PT Satria Bahana Sarana contributes at 21% to the company's total production. (Kontan.co.id)


COAL PRODUCTION IN SEPTEMBER 

Based on Statistics Indonesia data released Monday (10/20/2025), China's total coal production in September 2025 was recorded at 411.51 million metric tons, it was lower than the same period last year, but it increased compared to 390.5 million tons in August 2025. (Kontan)


DECREASING REVENUE AT 53.5% 

PT RMK Energy Tbk reported revenue per first semester of 2025 decreased at 53.5% year on year (yoy) to IDR575.7 billion. This was strongly influenced by the weakening of coal sales segment revenue which decreased at 71.9% yoy to IDR262.6 billion. In contrast, Coal Services segment revenue increased at 3.5% yoy to IDR313.1 billion. (Kontan)


LOOKING AT THE INDONESIAN THERMAL COAL

China's electric utilities, reported Sxcoal, began launching new tenders for imported thermal coal procurement because the price of imports is more attractive than domestic supplies. One grade that is quite a lot of tendered is coal from Indonesia with a calorific value of about 3,800 Kcal/kg NAR (net as received). (CNBCInd) 

 

9 COUNTRIES DISCUSSING POST-MINING MANAGEMENT 

Total 40 participants from nine countries discussed to manage post-mining land. They visited the post-mining area owned by PT Multi Harapan Utama in Jonggon Jaya village, Kutai Kartanegara, East Kalimantan, which used to be a mining area is now the center of agro-industry, education, and innovation of local communities. EXPLORING THE COOPERATION ON DOWNSTREAM COAL PROJECT 

Minister of Industry, Agus Gumiwang Kartasasmita, revealed that an energy company from China, Beiken Energy is interested in exploring opportunities for cooperation with Indonesia in the downstream project of coal into chemical products or coal to chemical.(Detik)


STRENGTHENING TREND ON ICI INDEX

The Momentum for recovery in global coal commodity prices, according to analysts, began to be seen through the strengthening trend of the ICI index from the middle of the third quarter to the beginning of the fourth quarter of 2025. (Kontan)

 

COAL MARKET REMAINING TO CHALLENGE 

The international coal market remains challenging, for both thermal and coking coal, with average index prices increasing slightly. Australian coal mining company Yancoal reported an average realized coal price at A$140 per ton, relatively stable compared to the previous quarter. (CNBCInd)

 

COAL REPLACEMENT WASTE

Cirebon regency, West Java, is preparing the construction of Refuse Derived Fuel (RDF) facilities, namely waste processing technology into alternative fuels instead of coal. The project is touted to be an important milestone in clean energy transition efforts in the area. (IDN Times)


INCREASING COAL IMPORTS FROM INDONESIA 

China's coal imports from Indonesia, the biggest supplier, increased to a nine-month high of 21.48 million tons in September 2025. It increased at 1% on an annual basis, after the Indonesian government lifted a government benchmark price obligation that traders disliked. (investor)


EXTRA CAREFUL COAL PURCHASE 

The steel industry, which is the main user of coking coal, according to analysts, is still making cautious purchases. Many steel mills have yet to aggressively reconstruct stocks of raw materials. Their profit margins were limited, so even though coke prices recovered slightly, they tended to manage purchases moderately. (CNBCInd)


COAL GASIFICATION PROJECT STARTED IN 2026 

PT Bukit Asam Tbk conveyed that the coal gasification project to Dimethyl Ether (DME) would begin next year. This project is a part of downstream coal that is expected to be a substitute solution for LPG imports. The enterprise has reserved 800 million tons for downstream. (Detik)

 

800 MILLION TONS RESERVED FOR DOWNSTREAM 

PT Bukit Asam Tbk said that it has reserved at 800 million tons of coal for downstream projects, one of which is downstream coal into Dimethyl Ether (DME) as a substitute for Liquefied Petroleum Gas (LPG). (Kontan)


GAMAHUMAT FROM LOW CALORIE COAL 

Professor of coal Geology, Faculty of Engineering, Gadjah Mada University (UGM) Prof. Ferian Anggara created an environmentally friendly soil improvement innovation from low calorie coal that can be used for agriculture and mine land rehabilitation. Named "Gamahumat". (Antara.dom)
